Garry Carneal, JD, MA,  is a leading expert in healthcare. He has researched, written, and published extensively on quality, medical management, and regulatory trends. He has an established track record in helping trade associations, certification agencies, and businesses expand their healthcare operations nationally. Mr. Carneal also serves on several non-profit boards and committees.

Mr. Carneal now serves as President & CEO of Schooner Healthcare Services, LLC, which he co-founded in the summar of 2007 with several healthcare industry leaders. Schooner Health promotes enhanced care management strategies by leveraging technology applications, identifying new workflow solutions, engaging in research and education initiatives, and pursuing other projects to integrate and improve healthcare systems.

Prior to Schooner Health, he served as President of InforMed Medical Management Services, LLC (IMMS). IMMS offers a full range of medical management solutions including predictive modeling, utilization management, case management, and disease management. IMMS also offers a robust data warehouse solution and a care management ASP-based, IT application.

Mr. Carneal also served as President & CEO of URAC, a non-profit, independent organization devoted to the accreditation of healthcare operations. During Mr. Carneal’s 9-year tenure, URAC diversified its quality-based mission from a single, specialty accreditation agency for utilization management to one of the premier accreditation agencies in the U.S. Mr. Carneal coordinated the launching of 16 new accreditation programs which created quality standards covering a wide range of healthcare operations (e.g., everything from integrated health plan offerings to specialized medical management functions--such as case management). He also introduced a “modular” approach to URAC’s quality-benchmarking process that reflects the dynamic nature of most healthcare organizations today.

Previously, Mr. Carneal served as:

  • Vice President of Legal and State Affairs at the American Association of Health Plans (AAHP);
  • Legislative Counsel for Health Policy for the National Association of Insurance Commissioners (NAIC);
  • Associate General Counsel at the Group Health Association of America (GHAA); and
  • Attorney at Epstein, Becker and Green, P.C.

Among a number of volunteer efforts, Mr. Carneal is a Board member of the American Board of Quality Assurance and Utilization Review Physicians (ABQAURP), and serves on several committees for the Case Management Society of America (CMSA).

Mr. Carneal received his college degree from Washington & Lee University; a Master's degree from Yale University; and a law degree from the University of Virginia, JD. He currently resides near Annapolis, MD, with his wife and three children; and admits to being a 'boathaolic."
