Howard Burde, BA, JD, represents health information technology companies, health plans, and federal, state, and local governments.  He routinely counsels in the following areas: 

  • Health information technology
  • Health insurance and managed care law issues
  • Licensure
  • Certification and accreditation matters

Mr. Burde’s wealth of healthcare knowledge includes seven years’ service as Deputy General Counsel to Governors Tom Ridge and Mark Schweiker of Pennsylvania. In this position, he served as Legal Counsel for Commonwealth of Pennsylvania responsible for the Departments of Health, Public Welfare, and Aging, as well as for the Health Related Professional Boards, and the Medical Professional Liability Catastrophe Loss Fund. He also advised on all managed care, health insurance, public health, and health and human service issues. From June, 1995, until November, 1997, Mr. Burde was Chief Counsel to the Pennsylvania Department of Health. Prior to his government service, Mr. Burde had seven years of private practice experience representing healthcare providers. Mr. Burde is Editor and contributing author of three books:  A Guide To Establishing RHIOs (HIMSS, 2007), The Utilization Management Guide (URAC, 2004), The Health Laws of Pennsylvania (PBI Press, 2001) and the forthcoming A Guide to Understanding and Implementing Personal Health Records: The Technology, Economics, Politics and Law (HIMSS, anticipated 3/2008), as well as several articles on health law.

COMMUNITY SERVICE & AFFILIATIONS

Mr. Burde is on the editorial boards of the Journal of Health Law and the BNA Health Law Reporter. He is a frequent speaker on health law topics to audiences including the Health Information Management Systems Society, Capitol Hill Steering Committee on Health Informatics, the American Health Lawyers Association, the Utilization Review Accreditation Commission, the Health Care Financial Management Association, the Milbank Memorial Fund, the Hospital Association of Pennsylvania, the Managed Care Association of Pennsylvania, and the Pennsylvania Bar Institute, in addition to client customer and user groups. He is pro bono counsel and a Board Member for the Center for Autism and Teach for America.  A graduate from the University of Virginia School of Law, he was a founder of the Virginia Health Law Forum. At his Duke University graduation he was a baccalaureate speaker.
